OK, we have the year and the relay identified. How sure are we that the relay is the problem? I have a Honda so the mechanism may be totally different, but as I recall the tilt/trim mechanism is driven by a hydraulic ram that is powered by a DC motor. There is a data plate (sticker) on the right side of the engine. It should begin with DF50 or DF50A. Post of picture of that data plate please.

Your ballast valve is a great application for silicone grease (sometimes called plumber's grease) since it is, in fact, a plumbing valve.
