You'll want to change out the impeller. It's probably deformed and/or stuck.

Just guessing: you have more than one issue. With the lower off, can you turn the shaft in the lower? The other two things that come to mind are the starter motor and/or a stuck valve.

To avoid the issues with shaded panels in series, we need to install a bypass diode in parallel with each panel. They cost about $0.50 each. All depends on the species. Here in the PNW, we've got rock and dungeoness - on the underside, males have a narrow abdominal plate, females have a very wide one. Google around, you'll find what you're looking for.

My understanding is that the ballast valve needs to be removed to be rebuilt. If you are going through the trouble of removing it, it might make sense to replace it entirely.
