That article was very helpful, thank you!

From all this I have drawn the following conclusions:

-Fuel tank pressure is the basic cause of my problems.
-It is likely that this fuel tank pressure has resulted in the leak that is continuing to plague me at the fuel pump.
-Because the new tanks do not vent, they should all be equipped with a built-in fuel demand valve.
-Government agencies like the EPA have a knack for taking small problems and turning them into bigger ones.
