I've never raised/lowered an M mast. However, the M manual states that the line between the bow and the mast raising pole is a fixed length. If so, how could the OP experience the line becoming slack? Perhaps something amiss with the way the mast raising system is rigged? When I crank the winch the rope between the bow and the mast raising system become slack, the mast starts to lower a little bit but stops

Re: My Mast Won't Lower
Check to see if the mast step is bent or binding. . If it's tight, try the steps mentioned above. If it's just a little snug, try using the main halyard to coax the mast back. The extra leverage from the halyard might just be enough to get the mast aft, past center. If there's nothing forward of the shrouds, the mast should fall back.

Thanks for the suggestions. Finally got it down. Think I tightened the mast raising winch some much it jambed.
