Sounds a bit like what our authorities did with most of the shore based radio facilities...left Perth Radio alone and cancelled every other office in between...I think darwin still operates but that is in another state [ Northern Territory]
this had the effect of forcing every private and commercial vessel to HAVE to fit very expensive H.F. radios and depend on 27 meg for close work...And big ship radio is sacrosanct...
As to nav....our coastline is so north and south with virtually NO hidey holes, [ take a look, no bays, no rivers to speak of, ] we here simply cannot get lost...If going north turn starboard for Australia and if going south turn port...or do a trip to Africa...Cheers all...Pugs.

I just keep a sack of old potatoes on board. When the visibility is such that I can't see my way, I just take a potato to the bow and throw it as far as possible. If I hear a splash I just keep going in that direction
