You have 2 panels right?

The colors don't seem correct, but as mentioned who knows if the person who wired all this up adhered to standards.
At this point a good photo or picture might help figure out what's going on. The fact that you have power to some switches makes me believe the white wire is not what you think it is.

Personally if this was me I would remove the incoming feed to the offending fuse panel and see if power is there and the work back on those wires or forward through the individual switches if there is power.
As some switches are working you may find the wiring in the panel is faulty as mine was so I replaced it (with a larger one).

Had a friend who is better with electronics than I am fix things up this weekend. We had to use a different hot wire than I was using. This one was only connected to the battery tester on the old panel so I was mistakely assuming it was not that important of a wire. Also, a fuse in the brand new box was blown and I did not check that until now because I was assuming a new box would be in good condition.
