No matter the composition of the ballast (and I still am quite confident it is just a blob of epoxy) it was clearly added to address the self righting characteristics of the boat with an empty ballast tank. The side effect of strengthening the daggerboard area is a tactical decision about it's placement, not the main reason it was added. Classic 26's had daggerboards for years without this extra reinforcement. The need for additional ballast was driven mainly by the high profile accident a few years ago and most likely CE certification issues.
