The rain water ‘getting in’ you refer to I’m assuming is through the chain plates and/or cabin hatch etc. why not tarp that area over? Even with a 6’x8’ tarp to keep cabin dryer. Get good quality tarp though. Tie down with extra dock line placed over the top of tarp.
Is mast stepped? Make a tent?

Thanks. Yes I tried a tarp but wind gets under it and it blows off. I have to put a rope all around the hull just above the water line and hook the tarp to that with bingee cords every couple feet all around. Mast is down. I've put silicone around all bolt heads on the deck. Nothing sticks very strongly.

Have you tried 3M 5200, or 3m 4200? 5200 sticks and does not come off. 4200 sticks, but is designed to remove if necessary. Do not use 5200 if you think there is a possibility you may wish to remove it someday.
