Would have to buy some shrink tubing and a heat gun...
I think I will also try "super glue".

On my 2000

I have only the line that lifts the rudders . I removed the line that holds them down . I realized I never used it . The rudders stay down on their own .
Is this normal ?

that is a definite "no"...
They will start to swing up at speeds over a couple of knots.

Sometimes when I am in suspect/shallow waters, I will leave my rudder downhaul uncleated for safety. If I start picking up speed above 2 kts or so, they will start to swing up and the steering effort goes up dramatically, telling me of my stupidity.
