Looks like you don't have it properly coupled to the hitch. Collar under the ball should be lowered to expose the entire ball. After you get the hitch mated to the ball, and latched, then raise the collar to meet the lower surface of the hitch. This will keep it from rocking back and forth.
As far as moving it on a slick surface steep inclines, etc., you need to make sure you have a few hundred pounds hitch weight - just to give it a chance. Don't know if it will do it or not, but if you don't have a few hundred pounds on it, it definitely won't have enough traction.
