IS THIS NOT THE UGLIEST BOAT?

Found out about a "cheap" 23 ft. HOOD for sale, hanging on a mooring up the Canning River...Had to negotiate two bridges to get there...no probs there... and this is what I found...

the basic HOOD hull in fibreglass is a proven design...and the make usually has timber/ply topsides...this, sadly has been neglected...and the hull was half full of rainwater...
Any suggestions of its value...the rigging is reasonable, good quality stainless and heavy gauge shrouds...
My thought is it needs stripping right back to the gunnel...
Someone has tried to convert it to a launch...ugly word...launch...
