The dragger board is hollow, and fills with water , but I do not believe that the water in the DB is providing ballast, the water would be neutral, so the DB can be lighter in transport. Lead is heaver than water and will be heaver in transport and recovery. I am new to sailing and I may not be understanding the way the DB works I was under the impression that it acks as a under water wing, to stop/ slow side slip.

Almost there, the dagger board, if the right shape will also provide lift. much like a aircraft wind, depending on the angle of attack
