This problem of flushing your outboard on a mooring has been brought up before and I saw this simple solution article in this month's "Boatworks".
Make an in-the -water outboard-flushing bucket using a large plastic trash can. Use a 64 quart can or larger to fit your lower end and cut 2 small holes in the upper flange of the can to accept 2 lines to tie over your engine cover and a control line. A "pool noodle" or a round float will fit around the can flange and provide flotation and stability. Be sure the the water intakes are fully submerged with fresh water.
I believe an army canvas duffel bag lined with a plastic bag would also work.

My Merc 50 has a flush adapter that can be used with the motor tilted up. I have a 26 gallon water tank and a 2.8 gpm water pump. Under my head sink, I keep a 50 foot (coil type) washdown hose that can be used anywhere on the boat. I have successfully flushed my motor using the boats internal water system like this. In fact, if I'm getting ready to trailer and want to empty the tank, this is my preferred way to use up the water versus just pumping it overboard.
