I am / was an Electrician for almost 40 years.. we have all kinds of great toys for facilitating fishing expeditions .. I seldom mention them by name as most are too costly for a fellow who may well only use it once or twice in a life time.. I used my Green-lee Fiber rods to drill 16 feet thru some sort of hard foam(?) core between two decks/ liner and deck top.. I fashioned a crude bit out of a 10/24 stain machine screw that screwed into the coupler and we used my magnet from "HULL" aka Very Strong... with a handkerchief between the liner and the magnet ( so as not to scratch the liner) to direct the "bit" as I drilled it forward to where he wanted to get.. then I used my Carborundum hole saw to open the liner and attach a wire " with a #$%^&*( pull string!) for later.. I got....... 1 Qt. of Jerry Sailor Rum, 1 Qt. of Raspberry Vodka and.... a Case of Beer for my effort
